(A) Quarter periods shall begin on January 1, April 1, July 1, and October 1. Written notice to the City Treasurer of a change of ownership and/or occupancy of residential real estate shall relieve the previous owner and/or occupant of the responsibility for remittance of the monthly fee beginning with the quarter following said written notice.
(B) Written notice by an owner and/or occupant of commercial, business, industrial, and institutional structures in the city, that the business formerly housed in such building or structure is no longer in business, shall relieve the owner and/or occupant of such commercial, business, industrial, and institutional structures of the responsibility for remittance of the monthly fee beginning with the quarter following said written notice.
