(A) (1) Each property owner or occupant of a residential unit shall be responsible for the payment of an amount of $2 per month, or other amount deemed appropriate by the Municipal Court, to be paid quarterly, which said amount shall be paid unto the City Treasurer, and which said amount shall be specifically shown and set forth upon the quarterly bill sent by the city.
(2) The rates and charges specified by this section shall be billed to the owners of each and every residential unit, provided that upon application by the occupant of any residential unit, filed with the City Treasurer, showing the occupant’s status as such, such bills may be rendered to the occupant.
(B) Business, commercial, industrial, and institutional users of the city’s streets and alleyways, more particularly being all business, commercial, industrial, and institutional entities situated within said corporate limits, shall be assessed with an amount of $10 per month, or other amount deemed appropriate by the Municipal Court, for each named business, commercial, industrial, and/or institutional entity operating from a building, structure, and/or house within the corporate limits of the city.
(C) Said monthly fee for each named business shall be paid quarterly unto the City Treasurer, which said amount shall be specifically shown and set forth upon the quarterly bill sent by the city.
