(A) The general revenues which are presently generated by the city are insufficient to adequately maintain, repair, and improve the streets and alleyways of the city.
(B) The Council further specifically finds that the most reasonable, efficient, and economically feasible method of achieving the reasonable and necessary improvements more particularly set forth in division (A) above, is through the imposition of a monthly street maintenance and improvement fee against the users of said streets and alleyways, i.e., the residents and businesses of the city, and as said fee is expressly permitted to be assessed against said users thereof pursuant to the statutory provisions of W. Va. Code 8-13-13.
