(A) There is hereby established the City Civil Defense Council, which shall consist of the Mayor and four citizens of the city appointed by the Mayor with the approval of the Common Council, but not more than three of the five members shall belong to the same political party.
(B) As soon as may be practicable following the effective date of this code, two members shall be appointed for a term of one year and two members shall be appointed for a term of two years, and thereafter two members shall be appointed each year for a term of two years; and all members so appointed shall serve until their successors are duly appointed and qualified. Vacancies shall be filled in the same manner, but for the unexpired term only.
(C) The Mayor shall be Chairperson of the City Civil Defense Council.
(D) Members of the City Civil Defense Council shall serve without compensation but shall be reimbursed for the reasonable and necessary expenses incurred in the performance of their duties.
