In compliance with the directive of the legislature contained in W. Va. Code 15-5-8, there is hereby established the city civil defense organization, which shall be subject to all applicable provisions of W. Va. Code Ch. 15, Art. 5 and all rules, regulations, plans, programs, and orders promulgated, issued, or given pursuant thereto. Such organization shall be as prescribed in this chapter.
