351.21 PARKING OF RECREATIONAL VEHICLES, CAMPERS AND COMMERCIAL TRAILERS.
   (a)   Definitions. As used in this section, recreational equipment is defined as and includes the following:
      (1)   “Travel trailer” means a vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreational and vacation uses, permanently identified “travel trailer” by manufacturer.
      (2)   “Pick-up camper” means a structure designed primarily to be mounted on a pick-up or truck chassis and with sufficient equipment to render it suitable for use as a temporary dwelling for travel, recreational and vacation uses.
      (3)   “Motorized home” means a portable dwelling designed and constructed as an integral part of a self-propelled vehicle.
      (4)   “Folding tent trailer” means a canvas folding structure, mounted on wheels and designed for travel and vacation use.
      (5)   “Boats and boat trailers” means and includes boats, floats and rafts, plus the normal equipment to transport the same on the highway.
   (b)   Parking and Storage. No person shall park or store recreational equipment on any street, highway or public right of way within the Village except as herein provided. Any owner of recreational equipment may park or store such equipment on property owned by him in accordance with the following conditions:
      (1)   Recreational equipment parked or stored shall not have fixed connections to natural gas lines or sanitary sewer facilities and at no time shall such equipment be used for living or housekeeping purposes.
      (2)   Camping and recreational equipment may be parked on any street or highway for loading or unloading purposes for a period of not more than eight hours.
      (3)   Camping and recreational equipment may be parked at Village Parks at appropriate times as designated by Council or Designee.
   (c)   Temporary Parking of Business Trailers/Commercial Trailers. No person shall park or store a business trailer on any street or highway or public property within the Village except hereinafter provided: Business trailers for the purpose of loading or unloading may be parked on streets or highways for a period of not more than eight hours. Business trailers for the purpose of construction of business shall be permitted in the front yard and/or side yard of a property for the duration of project, not to exceed sixty days
   (d)   Business Trailers/Commercial Trailers. “Business or commercial trailer” means a trailer used for hauling or transporting of any machinery, device, materials or equipment in connection with a commercial enterprise whether or not such trailer is marked or identified by lettering, symbols or signs relating to such commercial purpose or enterprise.
   (e)   Utility Trailer/Multi-Purpose Trailers. “Utility trailer or multi-purpose trailer” means any pull type trailer used to haul or transport but, not limited to the following: Lawn equipment, construction equipment tools or materials, plumbing supplies, tools or materials; lawn waste, trees, shrubs, brush rubbish or landscape materials; scrap materials or trash of any kind, and any recreational type vehicle such as but not limited to motorcycles, dirt bikes, go-carts, four wheelers and/or snowmobiles.    (f)   Penalty. Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
