351.19 PARKING TIME LIMITATIONS.
   (a)   For the public’s general convenience and to ensure equitable use of individual parking spaces, Council may issue regulations establishing time limitations on the use of individual parking spaces on the public streets and in Village-owned parking lots used for off- street parking.
   (b)   Council may, from time to time, change or temporarily suspend the regulations established when, in its judgment, it will promote the public interest, safety and the policies of subsection (a) above. Council shall employ such persons or persons as may be necessary to implement the provisions of this section.
   (c)   Fines for violations of regulations promulgated hereunder shall not exceed five dollars ($5.00) for payment within seventy-two hours of the violation and ten dollars ($10.00) thereafter. Failure to pay a fine provided for herein within fourteen days shall be a minor misdemeanor.
   (d)   Council may also issue regulations governing the removal and impounding of vehicles parked in violation of the regulations established by him hereunder and provided for the recoupment of the costs of towing, storage and similar charges.
   (e)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
