351.22 SNOW EMERGENCY AND PARKING.
   (a)   Snow Emergency exists where freezing rain or two inches (2") or more of snow has fallen whereas constituting a serious public hazard.
   (b)   During such snow emergency, in order to properly clean streets, vehicles need to be moved from the residential street as follows:
      (1)   On odd-numbered calendar days, vehicles are parked on the side of the street which has odd numbered building/resident addresses and
      (2)   On even-numbered calendar days, vehicles are parked on the side of the street which has even-numbered building/resident addresses.
   (c)   No parking downtown business district between Columbus Street and Baird Street between the hours of 12:00 a.m to 6:00 a.m.
   (d)   Whenever any police officer finds a vehicle parked in violation of this section, such officer may require the driver or other person in charge of the vehicle to move the same, to a position off the street parking lot, or such officer may cause the vehicle to be moved or impounded at the owner’s expense.
   (e)   Whenever, with the concurrence of the Mayor, such a snow emergency does exist, the Clerk or Street Department shall make a reasonable attempt to notify the public by informing the news media and by other available means.
   (f)   Whoever violates the provision of this section shall be guilty of a minor misdemeanor and may be fined one hundred dollars ($100.00) per day.
