901.01 OPENING, BACKFILLING, INSPECTION AND CLOSING OF PUBLIC STREETS, ALLEYS AND THOROUGHFARES.
   (a)   All persons opening or excavating, or causing the opening or excavating, of any public street, alley or thoroughfare shall, prior to such opening or excavating, notify the Village of their intention to do so.
   (b)   All excavations in public streets, alleys or thoroughfares shall be backfilled with gravel, crushed stone, or equal, and shall be resurfaced with material of a kind, quality and depth similar to that adjacent to the excavation.
   (c)   Any person opening or excavating, or causing such opening or excavation, shall provide adequate and sufficient barricades, flares or other warning devices to warn pedestrians or other persons in the lawful use of such street, alley or thoroughfare, of the existence of such opening or excavation and shall save the Village harmless from any failure to do so.
   (d)   Any person opening or excavating, or causing the opening or excavating, of a public streets, alley or thoroughfare shall, after backfilling and prior to resurfacing, notify the Village and the Village shall cause an inspection to be made prior to such resurfacing.
