Within the scope of this Property Maintenance Code as hereinafter defined, the purpose of the Code is to establish minimum standards necessary to make all dwelling structures and commercial structures and vacant property safe, sanitary, free from fire and health hazards and beneficial to the public welfare; to establish as will not constitute a blighting or deteriorating influence on the neighborhood and with respect to sanitation, repair and multiple dwellings; to authorize external inspection of dwelling structures.
