929.12 AUTHORITY OF THE BOARD OF PUBLIC AFFAIRS.
   (a)   The Board shall make and enforce rules and regulations, subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes and other matter, not specifically covered in this chapter, which shall not be discharged into the Village sewerage system and the types and characteristics of sanitary sewage and industrial wastes admissible to the Village sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to the Council which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the Board.
   (b)   The Superintendent and other duly authorized employees of the Village bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling and testing, in accordance with the provisions of this chapter.
 
   (c)   No statement contained in this chapter shall be construed as preventing any special agreement or arrangement between the Village and any industry concern whereby an industrial waste of unusual strength or character may be accepted by the Village for treatment, subject to payment therefor by the industrial concern.
   (d)   The Board reserves the right to reject the wastes from any source.
