(a) No owner, agent, lessee, tenant or occupant of any lot or land within the corporation limits of the Village shall drill a well for primary water supply, if such lot or land is accessible to a Village water main.
(b) If there should arise an emergency whereby the water system is not sufficient to protect the owner, agent, lessee, tenant or occupant without auxiliary water supply, Council upon reviewing the request might grant permission for auxiliary water supply but never as the primary source of supply.
