(a) Full Time Employee Defined. An employee shall be “full time employee” when his or her work can be expected to occupy a minimum of forty hours per week every week throughout the year. Employees who are temporarily employed to fulfill seasonal need or vacancies created due to illness, injury, or vacation of regular full-time employees shall not be considered full time employees of this Village. “Part-time” is less than forty hours per week with no benefits.
(b) Daily Hours Scheduled. The Emergency Medical Services is a twenty-four hour per day service. In order to provide the citizens the best possible coverage the employees will work ten hour days four days a week. Supervisors will provide coverage during open days. Hours of coverage will be 0700-1700 and 1700-0300. The supervisor reserves the right to change these hours based on needs of the coverage.
(c) Pay Schedule. All salaried and hourly employees shall be paid twenty-six times a year in substantially equal payments, insofar as salaries and regular hours of employment are concerned, on Friday of every other week except when that day falls on a holiday, payday would then be the day before.
(d) Sick Leave; Retirement Leave; Personal Leave. All full time employees working for the Village shall receive two and one-half hours per week, or five hours sick leave per pay period, every two weeks. A current record and accurate record of all leave earned or used will be kept in the Clerk’s office and the Clerk will have records available for Council to review at their request. Any employee being off work must report this time to the supervisor and be charged against time earned. If time off is more than three days, a doctor’s certificate will be required. He/she must be an employee for two full years of employment before he/she receives any sick leave on retirement and will be paid based upon the following:
(1) An employee with up to ten years of service shall be entitled, upon retirement, to severance pay in an amount equal to 25% of 120 days, for a maximum of thirty days pay.
(2) An employee with at least ten, but fewer than twenty years of service, shall be entitled, upon retirement, to severance pay in an amount equal to 25% of his/her accumulated sick leave, up to a maximum of fifty days pay.
(3) An employee with at least twenty years of service shall be entitled, upon retirement, to severance pay equal to 33% of the employee’s accumulated sick leave, up to a maximum of sixty-six days.
(4) The rate of pay for purposes of severance pay calculations shall be the employee’s per diem rate of pay immediately preceding his/her effective date of retirement.
(5) Severance payments shall be made in January following the calendar year which the employee’s retirement with OPERS or Police and Firemen’s Dependents and Pension Fund become effective.
(6) In the event of the death of employee, the severance pay due such employee, shall be paid to the life insurance beneficiary of the employee or estate of the deceased as though that employee had actually retired as of the date of death.
(7) “Retirement” as used in this provision shall mean service retirement in the Public Employees’ Retirement System or Police and Firemen’s Dependents and Pension Fund within thirty days expected date of retirement from the Village.
Bereavement leave will be granted by the Mayor. Each full-time employee shall be entitled to three personal leave days, after one year of employment.
(e) Annual Vacation Leave. Vacation time-off, with pay, is available to full-time employees to provide opportunities for rest, relaxation, and personal pursuits as follows:
(1) One full year of service | 80 hours | 2 weeks |
(2) Five full years of service | 120 hours | 3 weeks |
(3) Ten full years of service | 160 hours | 4 weeks |
One year of service shall be computed on the basis of twenty-six bi-weekly pay periods. Employees are encouraged to use available paid vacation time for rest, relaxation and personal pursuits. Vacation time earned may not be accrued from year to year. Time not used by the end of the benefit year shall be considered forfeited by the employee. To confirm the Village Council’s desire that employees utilize vacation time to “refresh themselves”, no requests for additional compensation, in lieu of taking vacation shall be honored.
(f) Insurance. All full time employees, whose salary/wages are paid entirely by the Village, shall receive fully paid health and life insurance.
(g) Holidays. Each full time or full time part-time employee shall be paid for the following holidays each year and shall not be required to work on such holidays unless, in the opinion of the supervisor/commissioner, failure to work on such holidays would impair the health, safety and welfare of the Village.

Any holiday falling on a Saturday shall be observed on the preceding Friday, and any holiday falling on Sunday shall be observed on the next succeeding Monday. In the event of new hires or if an employee quits or has his employment terminated in any way, the benefits of this article shall be pro-rated according to the portion of the year worked by the employee. Also, in the event the employee is required to work on the holiday, they will be given an extra day off in that week with pay. Paid time off will be equal to the regular hours normally worked (i.e., 10 hours worked equals 10 hours paid time off within one day). If the employee is normally scheduled not to work on the holiday, another day off will be paid during that week.
(h) Over-time Pay. Overtime is not scheduled, however, if overtime is incurred due to an emergency at the end of a shift it will be paid at one and one-half times the normal rate of pay. On call volunteers will be asked to relieve the employee as soon as possible.
(i) Employment in Addition to Village Employment. Whereas, the Council believes that the health, safety, and the welfare of the citizenry should be of the utmost concern to those employees who provide the varied Village services, and whereas, certain information regarding any employee’s secondary employment is vital not only for determining the liability of the Village in such matters as unemployment compensation, workers’ compensation, and the like, but also to insure that each employee is able to perform his/her job so that the citizenry receives the service it demands. Therefore, any employee who engages in employment in addition to his regular Village employment shall immediately contact the Mayor, and furnish in writing the following information:
(1) Employee’s name and Village position;
(2) Additional employer’s name, address and phone number;
(3) Nature of additional employment;
(4) Normal hours of employment at additional position.
