(a) Job Responsibilities. Under general direction, maintains responsibility for directing Village street maintenance operations and performs other related duties as required.
(b) Qualifications. Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. An example of an acceptable qualification for this position is: Completion of secondary education and experience which indicates a comprehensive knowledge of street, traffic, storm sewer, and garbage/rubbish maintenance operations including supervision of others. Possession of or ability to obtain a valid State of Ohio CDL license.
(c) Illustrative Duties. The duties listed below are intended to depict tasks performed by this classification.
(1) Administers Village streets, traffic, storm sewers, garbage/rubbish operations. Oversees completed work and ensures conformance to quality standards.
A. Knowledge of street maintenance policies, procedures and techniques, supervision, departmental goals, objectives and functions; ability to apply principles to solve practical problems, maintain friendly atmosphere as manager of operations, develop and maintain effective working relationships with associates, department heads, officials and general public.
(2) Participates in selection of new employees, recommends disciplinary actions; schedules work hours, authorizes vacation and sick leave, etc.
A. Ability to apply personnel and labor relations principles to practical work situations.
(3) Prepares departmental budget and submits to administration for approval.
A. Have knowledge of budget preparation practices and techniques; ability to foresee costs of future expenditures based upon anticipated departmental equipment and supply requirements.
B. The ability (know how) to search for any grant moneys made available to governmental entities.
(4) Approves expenditures for departmental equipment and supplies; ensures adherence to approved annual budget. Ability to control expenditures within an approved budget.
(5) Answers complaints from the general public as soon as possible; investigates nature of problems, provides information and ensures justified complaints are solved in a timely manner.
