305.02 POWER OF POLICE CHIEF TO ADOPT LOCAL TRAFFIC REGULATIONS.
   The Police Chief, or the officer designated in charge of traffic control, is hereby authorized and empowered to:
   (a)   Make and enforce regulations necessary to effectuate the provisions of this Traffic Code, and to make and enforce temporary regulations governing emergencies or special conditions.
   (b)   Designate and maintain, by lines or other markings on the roadway surface crosswalks at intersections where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
   (c)   Mark lanes for traffic on the roadway surface at such places as he may deem necessary and advisable, consistent with the provisions of this Traffic Code.
   (d)   Determine the right and left side of laned streets by marking or designating the centerline of such streets.
   (e)   Temporarily establish a zone of quiet upon any street where a person is seriously ill, if requested to do so by the written statement of at least one registered physician certifying as to its necessity. The temporary zone of quiet shall embrace all territory within a radius of 200 feet of the building occupied by the person named in the request of the physician. The temporary zone of quiet or any other zone of quiet shall be designated by placing at a conspicuous place in the street a sign bearing the words "quiet zone."
   (f)   (Former subsection 305.02(f) was repealed by Ordinance 2000-44, passed March 16, 2000.)
   (g)   Determine the location of truck zones, and place and maintain appropriate signs indicating the same and the hours during which the provisions regarding such zones shall be applicable.
   (h)   Designate and mark, by signs or appropriate auxiliary yellow lines upon the roadway surface, no passing or hazardous zones of any roadway, where it shall be unlawful to drive to the driver's left of such lines, whether for the purpose of overtaking or passing another vehicle or for any other purpose, except as otherwise provided by law.
   (i)   Designate streets or parts thereof upon which there shall be no stopping, standing or parking of vehicles, or upon which there shall be no stopping, standing or parking for a limited time or during certain hours by erecting signs.
   (j)   Designate one-way streets upon which vehicular traffic shall move in only one specific direction.
   (k)   Temporarily close any street or portion thereof, or restrict the use thereof, when required by public safety or convenience.
   (l)   Permit angle parking at designated places by appropriate signs or markings.
   (m)   Determine what portions of the City are within business districts or within urban districts, and erect signs so indicating and setting forth the speed therein.
   (n)   Designate any street, highway or portion thereof as a through street or highway and place and maintain stop or yield signs as appropriate at every street intersecting the through street or highway which is designated as such.
   (o)   Designate any intersection as a stop intersection and erect stop signs thereat requiring drivers to stop at one or more entrances to such intersection.
   (p)   Designate any intersection as a yield intersection, and erect yield signs requiring drivers to yield the right of way as lawfully required.
   (q)   Erect signs directing slow-moving traffic to use a designated lane or allocating specified lanes to traffic moving in the same direction.
   (r)   Designate dangerous crossings over railroad tracks and erect stop signs thereat.
   (s)   Place markers, buttons or signs within or adjacent to designated intersections and require that a specific course of direction be traveled by vehicles proceeding in lanes, by either prohibiting or requiring left-hand or right-hand turns to be made at such intersection.
   (t)   Erect "No U Turn" signs at any location to prohibit a vehicle from being turned so as to proceed in the opposite direction.
   (u)   Determine the location of and install traffic control signals and pedestrian control signals.
   (v)   Determine the location of any necessary bus stops and taxicab stands, and place and maintain signs indicating the same.
   (w)   Erect signs at the entrance to streets or highways under local jurisdiction indicating "no thru trucks - gross weight 5 tons" or words of similar import, to prohibit the operation thereon of oversized or overweight vehicles or combinations of vehicles, except by special permit or for purposes of making deliveries or pickups.

   (x)   Place markers, buttons, or signs at or adjacent to designated driveways and require that a specific course or direction be traveled by vehicles entering or exiting that driveway, by either requiring or prohibiting left-hand or right-hand turns to be made at such driveway.
