(a) Separate Office. The President of Council shall be elected by the voters. Candidates for such office shall file specifically for that office in accordance with Article VII of this Charter.

(b) Duties. The President of Council shall be vested with all the rights and perform all duties and functions of any member of Council, and in addition, shall preside at all meetings of Council at which the President of Council is present. The President of Council shall supervise the Clerk of Council and all other employees of Council.

(c) Vacancy in Office. In case of a vacancy, the President shall be elected by Council from among its members and the one so elected shall vacate their office as Councilmember and shall serve for the unexpired term of such President.
