The developer shall submit to the City, at the same time as presenting development plans as required by Chapter 1220 of the Codified Ordinances or subdivision plans for a single-family subdivision, a grading plan of the area to be developed. The developer shall do the grading in accordance with the plans approved by the City and shall not deviate from that plan except upon the written permission from the City Engineer, after the City Engineer has obtained approval of the changes from Council. Upon completion of the work and with approval of the Engineer for all changes, the developer will furnish the City with "as built" plans of the improvement.
