Any junk vehicle which is disposed of in violation of Section 353.02 shall be deemed abandoned at the end of the twenty-four hour period and shall be subject to being impounded, removed and conveyed by towing or other means, by order of any member of the Police Department to any area, public or private, where it may be lawfully placed. After being impounded for a minimum of ten days, such junk vehicle may be sold for salvage value or otherwise permanently disposed of. The Police Department shall comply with the provisions of Section 303.08.
