(a) No person shall place, stand or park a junk vehicle upon any street, alley or public grounds for a period in excess of twenty-four hours, nor shall any person place, stand or park a junk vehicle upon any private property without the consent of the owner of such private property for a period in excess of seventy-two hours.
(b) For purposes of this section, the fact that a motor vehicle has been so left, without permission from the owner of such private property, or if on a public way without notification to the appropriate law enforcement officials, shall constitute prima facie evidence of abandonment.
