(A) The Town Planner shall have the responsibility for enforcing the provisions of this chapter.
(B) The Town Planner, upon receipt of a complaint from any person of the possible existence of any of the conditions described in § 94.46, or upon his or her own initiative, shall cause to be made investigations as may be necessary to determine whether conditions exist which may constitute a public nuisance as declared in § 94.46.
