(a) Any person operating a mobile food vending unit or other street vending device may not engage in any of the following conduct:
(1) Operate a street vending device outside the designated permit locations or times, unless operating at a special event under Section 739.07 of this Chapter;
(2) Operate a street vending device larger than twenty-five (25) feet in length;
(3) Leave a street vending device unattended at any time, or park overnight on a public street or public parking lot unless operating at a special event under Section 739.07 of this Chapter;
(4) Conduct business in such a way as to restrict or interfere with the ingress or egress of an abutting property owner or tenant, interfere with pedestrian traffic, create or become a public nuisance, increase traffic congestion or delay, constitute a hazard to traffic, life, or property, or obstruct adequate access to fire, police, sanitary, or emergency vehicles;
(5) Stop, stand, park, or conduct business upon any street during the hours when parking, stopping, or standing has been prohibited by signs or curb markings or is prohibited by any statute or ordinance;
(6) Engage in street vending operations between the hours of 12:00 a.m. and 6:00 a.m.;
(7) Engage in street vending operations without the provision of portable trash and/or recyclable receptacles for customer use;
(8) Leave any location without removing trash and/or recyclable receptacles; and/or disposing of all trash or refuse accumulated as a result of street vending operations;
(9) Stop, stand, park, or conduct business within one hundred (100) feet of the primary entrance of an open and operating fixed-location food service establishment, including but not limited to, restaurants, delis, or bakeries. This buffer may be reduced upon receiving written permission from said establishments;
(10) Stop, stand, park, or conduct business within five hundred (500) feet of any pre-kindergarten to twelfth (12th) grade school building from one (1) hour before school starts, during the time school is in session, and not until one (1) hour after school is let out;
(11) Stop, stand, park, or conduct business at one location for a duration exceeding eighteen (18) hours per day unless operating at a special event under Section 739.07 of this Chapter;
(12) Play music or repetitive sounds, or make announcements from any sound amplification device within the vending unit. Frozen Food Trucks are exempted from this prohibition.
