A preliminary plan shall be prepared in conformation with the standards, rules, and regulations contained herein, and 12 black and white prints thereof shall be submitted to the Planning Commission for approval or disapproval. One print shall be delivered by the Planning Commission to each of the following for their information and recommendations of such officials and departments: County Recorder, City Engineer, City Fire Department, County Health Officer, County School Board, and companies furnishing telephone, electric, water or gas service, and the canal company.
