No person shall carry or discharge any firearms, firecrackers, rockets, torpedoes, powders, or any other fireworks or explosives within city parks except persons who have obtained a special permit from the City Council to put on a fireworks show, in which event, the person conducting the display shall first provide the City Council with proof or certification of his or her training in the use of such pyrotechnics, together with such proof of bond or insurance as the City Council may require.
