§ 93.07 ANIMALS.
   (A)   Certain animals prohibited. Except as provided herein, no person shall bring or let loose any of the bovine species, any horse, mule, goat, sheep, swine, or any animal of any species not ordinarily considered to be domesticated, at any time within a park.
   (B)   Domestic pet control. No person shall bring or drop off any dog, cat, or other domestic pet in any park for the purpose of allowing such animal to urinate or defecate upon the park property. If any domesticated animal deposits its feces on any park areas, the owner of such animal shall immediately clean up and remove such feces from the park premises. Patrons attending the park for any reason shall keep any domesticated pets on a leash during the time such animals are within the park. Unattended or unlicensed domestic pets found within any park are subject to pickup by the Animal Control Officer.
   (C)   Animal events.
      (1)   Obedience classes and animal shows may be held in city parks; provided that the operators of such events apply to the city for a permit to use the park for such activities. A permit for obedience class or animal shows may be granted if:
         (a)   A bond is posted to assure proper cleanup of the park area used for such activities; and
         (b)   A written plan is provided with the permit application demonstrating the physical means for restraining and confining the animals involved to the permitted area.
      (2)   Rodeo, posse, and like activities may be conducted from time to time as approved by the city and may be held in the city rodeo ground or arena, where such facilities are available within city parks. The city may adopt such rules and regulations, including bond, insurance, and fee requirements, as it may deem appropriate to protect the city’s interests and to assist in the maintenance and repair of such facilities. No person shall hitch or fasten any animal to any tree, or any other place or structure, on park property. However, the foregoing not withstanding, horses and mules may be tied or hitched to any hitching posts or rails installed in the park for use in conjunction with any rodeo or arena facilities designed and operated to accommodate such animals.
