856.07 ASSIGNABILITY AND TRANSFER OF PERMITS.
   (a)   Permits issued pursuant to this chapter shall not be assigned or transferred, nor shall they be used by any person other than the person to whom they were issued, except as herein provided.
   (b)   No person shall transfer, loan or permit the use of his or her permit by any other person, except as herein provided.
   (c)   Where a person who is not himself or herself soliciting or peddling, has taken out permits for bona-fide employees, and such permits are issued in the names of the employer and the employee, the permit may be transferred subject to the following conditions:
      (1)   The permit must be presented to the Police Department.
      (2)   A notation must be made upon the permit to indicate its transfer from one employee to another.
      (3)   The new employee must comply with the provisions of Section 856.03.
      (4)   A transfer fee of two dollars ($2.00) shall be paid.
