856.03   PERMIT ISSUANCE; REQUIREMENTS.
   (a)   Permits shall be issued by the Chief of Police or his or her designee of the Village, upon the applicant's complying with the following provisions:
      (1)   Giving his or her name, present address and his or her permanent address, date of birth and social security number and any other identifying information as may be requested.
      (2)   Giving the name and address and telephone number of the person or entity whom he or she represents.
      (3)   Giving the names and addresses and telephone numbers of at least two references as to his or her moral character, honesty and integrity.
      (4)   Giving a brief description of the nature of the business in which he or she is engaged and the kinds of goods or property to be peddled or solicited for.
      (5)   Giving his or her fingerprints, thumbprints and photograph, to be taken by the Chief of Police or his or her designee along with any other identifying materials as may be deemed appropriate.
      (6)   Paying the fee required by this chapter for such permit.
      (7)   Giving the name and address of his or her employer, who has obtained a permit under this chapter, and exhibiting credentials showing that he or she is an authorized employee or representative of such employer, in the event the application is for an employee's permit.
      (8)   The applicant must satisfactorily pass a background check to be conducted by the Chief of Police or his or her designee, based upon criteria set forth by the Chief of Police which from time to time may be amended.
   (b)   No employee's permit shall be issued under the provisions of Section 856.04(b) to any employee of any solicitor or peddler exempted from the payment of a permit fee by the provisions of Section 856.09(b). Every employee of such solicitor or peddler shall obtain a permit and pay the fee required by Section 856.04(a).
   (c)   Permits issued under authority of this section shall show the name and address of the permittee, the name of the person he or she represents or by whom he or she is employed, if any, and the kinds of goods or property to be peddled or solicited for.
