The failure of a developer or contractor to follow the specifications adopted in Section 971.01 or such other standards as are required pursuant to Section 971.02 shall result in the City refusing to accept the public improvements for maintenance. All work in the public rights of way or in public easements which does not comply with the requirements of the specifications shall be removed and replaced in compliance with the specifications at the cost and expense of the developer or contractor.
