The construction and material specifications known as the "City of Columbus Ohio Construction and Material Specifications" dated March 1, 2018 are made a part of this section by reference and the same are hereby established and adopted as the minimum standards governing the construction of public improvements in subdivisions under the jurisdiction of the Planning Commission of the City and for all construction done within the public rights-of-way or on public easements within the City, provided that in the event such specifications do not set forth a specific or enumerated standard, the construction and material specifications known as the "State of Ohio Department of Transportation Columbus, Ohio Construction and Material Specifications" dated January 1, 2023 are made a part of this section by reference and the same are hereby established and adopted.
