9-13-9: FENCING; SIGNAGE:
The following requirements apply to all demolitions, the construction of a new principal structure, an addition to a principal structure involving an expansion of the building footprint or any substantial excavation of property (as determined by the director of building and development):
   A.   Fencing: If the permit authorizes demolition or the construction of a new principal structure or an addition to a principal structure involving an expansion of the building footprint or substantial excavation, then the applicant shall cause a six foot (6') high, cyclone type safety fence to be installed and maintained around the perimeter of the subject property, in a location and manner approved by the department of building and development. The fencing shall be installed not more than seven (7) days nor less than four (4) days before commencement of any work on the subject property. In addition to such perimeter fencing, the applicant shall cause safety fencing to be installed around every tree in the parkway abutting the subject property. If placement of tree fencing is not feasible at the drip line of the tree, then such fencing shall be installed in a location approved by the department of building and development. In the case of any other construction project, when the director of building and development determines that such fencing is required to protect the public safety, then such fencing shall be required.
   B.   Signage For Demolitions And Excavations: If the village issues a permit authorizing demolition or excavation activities for a property, then the applicant shall post on the property a village approved temporary sign providing notice of the intended demolition or excavation activity. The applicant shall obtain the temporary sign from the department of building and development and shall post the sign not less than seven (7) days before the start of the demolition or excavation activities and shall remove the sign and return it to the department of building and development no later than three (3) days after said activities are completed. The applicant shall pay a thirty dollar ($30.00) nonrefundable fee for the sign and shall be responsible for the replacement cost of the sign in the event it is damaged, lost or stolen.
