8-1-8: STREET OBSTRUCTIONS:
   A.   Building Materials: No person shall obstruct any street, alley or other public place in the Village, or cause the same to be done, by placing any building materials, refuse or other articles of any kind therein or thereon without having first obtained a written permit from the Department of Public Works.
   B.   Refuse Containers: No person shall obstruct any street, alley, parkway or other public place in the Village, or cause the same to be done, by placing any refuse container of any type thereon including but not limited to containers more commonly referred to as garbage cans, dumpsters and roll-off boxes. Where physical circumstances preclude the delivery of such refuse containers on private property, the Department of Public Works may, at its discretion, issue a permit for the temporary placement of refuse containers on public property for a period not to exceed seven (7) days. In the case of the issuance of such permits, the permittee shall be required to execute a hold harmless agreement in a form prescribed by the Village Attorney and/or provide a certificate of insurance in an amount prescribed by the Village Attorney naming the Village as an additional insured.
   C.   Removal Requirements: The Department of Public Works is hereby authorized to order any building material, other materials, other articles or refuse containers which encumber or obstruct any street, alley or other public place in the Village to be removed. If the owner of such materials, articles or containers fails to remove the same immediately after notice to do so or forthwith, if the owner cannot be found in the Village, the Department of Public Works shall cause the same to be removed to some suitable place, at the expense of said owner.
