No person shall erect or place any building or other structure except those exempted by subsection 10-4-4F of the Village Development Control Ordinance, in whole or in part, upon any street, sidewalk, alley or public ground in the Village except for approved structures for receipt of the United States mail or for receipt of public library materials.
