6-7-1: RULES OF CONDUCT:
No person shall:
   A.   Intentionally or wilfully annoy, harass, threaten, throw objects, use profane or obscene language against another person, whether physical, verbal or nonverbal, that is "intense" or made with intent to imminently commit an assault, or use any threats that continue to be made after intervention by village personnel, including disorderly, loud or boisterous behavior.
   B.   Damage or deface public property.
   C.   Improperly remove village property.
   D.   Loiter in any village building, lobby or front of any village building, or on any village property in an unreasonable manner that alarms or disturbs others or provokes a breach of the peace.
   E.   Enter or remain in any village building without wearing shoes and a shirt.
   F.   Pander or beg in any village building, lobby or front of any village building, or on any village property. Solicitation activity in accordance with regulations of this code is permitted.
   G.   Engage in loud or boisterous conduct.
   H.   Unlawfully use, possess or sell alcoholic liquors or controlled substances as defined by 720 Illinois Compiled Statutes 570/102.
   I.   Be in a state of noticeable intoxication, or in possession of intoxicants (unless the intoxicants have not been opened and are in their original sealed packaging or a wine bottle that has been sealed in accordance with state liquor law).
   J.   Utter profane, obscene or injurious language directed at another person.
   K.   Remain in any village building or on village property after regular closing hours, except with the approval of the village manager.
   L.   Move furniture or fixtures from their original placement without village approval.
   M.   Obstruct in any manner any public street, public highway, public sidewalk, or any other public place or building by hindering or impeding, or tending to hinder or impede, the free and uninterrupted passage of vehicles, traffic or pedestrians, except for police, law enforcement, fire or other authorized village or government personnel to protect the health, safety and welfare of the public or for a public purpose.
   N.   Interfere with the free access or passage of any person to or from or within any village building or any village property, including blocking the entrance or exit of any village building or any village property with their person, except for police, law enforcement, fire or other authorized village or government personnel to protect the health, safety and welfare of the public or for a public purpose.
   O.   Obstruct or interfere in any manner with the free and uninterrupted use of property or with any business lawfully conducted by anyone in or upon or facing or fronting on any public street, public highway, public sidewalk or any other public place or building, all of which prevents the free and uninterrupted ingress, egress and regress therein, thereon and thereto, except for police, law enforcement, fire or other authorized village or government personnel to protect the health, safety and welfare of the public or for a public purpose.
   P.   Possess or display any weapon or firearm or any object that can be construed to be a weapon or firearm or any other instrument that can be used as a weapon in any village building or on any village property, unless the possession and display of the weapon or firearm is in accordance with applicable state law.
   Q.   Bring more than two (2) bags of personal belongings per person into any village building or on any village property.
   R.   Commit indecent exposure as defined by 720 Illinois Compiled Statutes 5/11-30.
   S.   Deposit garbage and trash in any village building or on any village property, except in a trash receptacle.
   T.   Listen to an electronic device, in any village building, that is audible within five feet (5') without the use of earphones.
   U.   Fight, including verbal altercations, in any village building or on village property.
   V.   Use a bathroom in a nonhygienic or irresponsible manner that would have a negative effect or impact on subsequent users.
   W.   Do any act, harass, disrupt, interfere with or obstruct in any manner any village, public or governmental business or function being conducted within any village building or on any village land.
   X.   Refuse to depart from the premises or grounds of any building owned, operated or used by any unit of local government including, but not limited to, schools, libraries, the park district or the village, if requested to leave, either orally or in writing, by a government staff member, police officer or other appropriate public official when the continued presence of the person presents a risk of injury or damage to or endangers the safety of the building or its occupants or unreasonably interferes with the administration thereof.
   Y.   Refuse to depart from any village building or any village land, if requested to leave, either orally or in writing, by a village staff member, police officer or other appropriate village official due to a violation of these rules or any other law or ordinance of the village.
   Z.   Violate any law or ordinance of the village. (Ord. 12-2666, 3-26-2012)
