6-2-17: PROHIBITED ACTS AND CONDITIONS:
   A.   Female Animals In Heat: The owner or keeper of any female animal who permits such animal, while in heat, to be upon any sidewalk, street, parkway, alley or other public place, or upon any private premises, other than the premises of the owner or keeper which is closer to the sidewalk, street, parkway or other public place than ten feet (10'), shall be guilty of a misdemeanor. The court may, upon conviction, order such animal committed to a kennel at the owner's expense until such period of heat shall terminate.
   B.   Abandoning Animals: No owner may abandon any animal where it may become a public charge or where the animal may suffer injury, hunger or exposure. Any person who shall take, drive or drop off any animal from outside the Village limits, into the Village limits, with the intent that such animal may be impounded, shall be deemed guilty of a misdemeanor.
   C.   Cruelty To Animals: No person or owner may beat, cruelly treat, torment, overload, overwork or otherwise abuse any animal.
   D.   Animal Fights:
      1.   No person may own, capture, breed, train or lease any animal which is intended for use in any activity involving a fight between such animal and any other animal or the intentional killing of any animal for the purpose of sport, wagering or entertainment.
      2.   No person shall promote, conduct, carry on, advertise, collect money for, or in any other manner assist or aid in the presentation for purposes of sport, wagering or entertainment, any show, exhibition, program or other activity involving a fight between two (2) or more animals or the intentional killing of any animal.
      3.   No person shall sell, offer for sale, ship, transport or otherwise move, deliver or receive any animal which has been captured, bred or trained, or will be used to fight another animal or be intentionally killed, for the purpose of sport, wagering or entertainment.
      4.   No person shall manufacture for sale, shipment, transportation or delivery any device or equipment which is intended for use in any activity featuring or otherwise involving a fight between two (2) or more animals or the intentional killing of any animal for purposes of sport, wagering or entertainment.
      5.   No person shall sell or offer for sale, ship, transport or otherwise move any equipment or device which is intended for use in connection with any show, exhibition, program or activity featuring or otherwise involving a fight between two (2) or more animals or the intentional killing of any animal for purposes of sport, wagering or entertainment.
      6.   No person shall make available any site, structure or facility, whether enclosed or not, which is intended to be used for the purpose of conducting any activity involving a fight between two (2) or more animals or the intentional killing of any animal. (Ord. 83-1657, 12-19-1983)
   E.   Keeping Certain Animals: No animal defined in this chapter as "livestock" or "wild game" shall be kept, stabled or harbored in the Village. Animals defined in this chapter as "poultry" shall be kept and maintained within the Village only in accordance with the regulations set forth at subsection 5-1-1N of this Code.    F.   Leghold Traps: No person shall use or permit the use of any leghold animal trap or similar device with spring activated jaws of the type used for the trapping of furbearing animals which is capable of inflicting cruelty upon dogs, cats or other animals, or which constitutes a hazard to small children.
