A. Register Kept; Tags Issued: The Village Clerk shall keep a complete register in a book for that purpose of all licensed animals, describing them by name, breed, color and sex, and shall also enter the name and address of the owner or keeper as given in the application and the number of the license tag. The Clerk shall provide each year metallic tags (the shape to be changed each year) having stamped thereon the year for which the tax is paid, the words "Western Springs dog/cat tax", and also the number of the tag. The Village Clerk shall deliver one tag, bearing the appropriate registered number, to each person having paid the tax upon any such dog or cat. The tax shall be due on April 1 of each year. B. Collars Required: It shall be unlawful for the owner or keeper of any licensed animal to keep such animal at any place within the Village unless such animal at all times has a collar firmly attached around its neck with the license tag for the current year attached to such collar.
