6-2-1: DEFINITIONS:
Whenever used in this chapter, the following terms shall have the meanings respectively ascribed to them in this section:
ANIMAL: Every living creature, domestic or wild, but does not include human beings.
AT LARGE: Be off the premises of its owner or keeper and not under restraint of a competent person.
CATS: All members of the feline species.
COMPETENT PERSON: A person who is physically and mentally capable of controlling an animal under restraint.
DOGS: All members of the domestic canine species.
ELECTRIC OR ELECTRONIC PET CONTAINMENT SYSTEM: Any electric or electronic pet containment system, located either aboveground or underground, that is designed and installed for the purpose of containing pets within any geographic area through electric or electronic means.
HOLDING FACILITY: Any facility for the purpose of impounding or harboring seized, stray, homeless, abandoned or unwanted animals or any veterinary hospital or clinic authorized by the Village.
LEASH: A cord, thong, rope, strap or chain which shall be securely fastened to the collar or harness of a dog or other animal and shall be of sufficient strength to keep such dog or other animal under control.
LIVESTOCK: Any animal of the species of horse, ass, mule, oxen, cattle, sheep, goat or swine.
NUISANCE: Any undue and repeated disturbance, imminent danger to any property, imminent danger to a person's safety or other animals' safety and/or assessable damage to a person or other animals or to property caused by the presence of an animal upon the premises or property of the complainant.
OWNER: Any person owning, harboring or keeping an animal. The occupant or person in control of any premises on which an animal remains or to which it customarily returns daily for a period of ten (10) days or more shall be presumed to be harboring or keeping the animals.
POULTRY: Chickens, ducks, geese, turkeys or pigeons.
RESTRAINT: An animal is under restraint within the meaning of this chapter if it is on its owner's or keeper's premises in a fenced yard or on a leash of not more than ten feet (10') in length.
WILD GAME: Deer, raccoon, possum, skunk, lion, tiger, leopard, ocelot, jaguar, cheetah, margay, mountain lion, Canada lynx, bobcats, jaguarundi, hyena, coyote, fox, poisonous reptile or wild rabbit.
