Except for autumn leaves, no debris shall be deposited in the Village streets, and autumn leaves shall not be piled or raked together in any street or place, before the removal thereof, for more than a reasonable time, nor for more than four (4) hours in the daytime, except by special permission of the Director of Public Works.
