No lime, ashes, coal, dry sand, hair, feathers or other substance that is liable to be blown by the wind shall be sifted or agitated or exposed, no mat, carpet, cloth or mop shall be shaken or beaten, and no cloth, yarn, garment or other substance shall be scoured, cleaned or hung over or in any street or public place or where particles set in motion thereby will pass into any street or public place or into any occupied premises. No reasonable precaution shall be omitted by any person to prevent fragments or other substances from falling or dust and light material from flying into any street, place or building from any building or structure while the same is being constructed, altered, repaired or demolished.
