A. General: The Local Liquor Control Commissioner and the Local Commission, as directed by the Local Liquor Control Commissioner, shall have the right to examine or cause to be examined, under oath, any person applying for a license or for a renewal thereof. Such rights shall extend also to the partners, officers, directors, shareholders, managers or agents of any person, including corporations, who apply for a license. Likewise, these rights of examination shall extend to a licensee or its officers, managers or agents, as well as any licensee upon whom notice of revocation or suspension has been served, as provided by State Statute or by this chapter. The Local Liquor Control Commissioner and the Local Commission shall have the further right to examine or to cause examination to be made of the books and records of any person applying for a license, or similarly of the officers and agents of a corporate person, as well as that of a licensee or its officers or agents, to hear testimony and take proof for his/her information in the performance of his/her duties and for such purpose to issue subpoenas which shall be effective in any part of the State, for the purpose of obtaining any of the information desired by the Local Liquor Control Commissioner under this section or under this chapter. B. Renewal Of Special Event Liquor Licenses: A renewal application for a "special event" liquor license shall be considered first by Village staff and then by the General Government Committee prior to action by the Village Board on an ordinance approving the creation of the special event liquor license in situations where the Local Liquor Control Commissioner has determined that the proposed special event is substantially the same as the prior special event. The Local Liquor Control Commissioner, in his/her discretion, may direct that any renewal application for a special event be considered by the Local Liquor Control Commission prior to consideration by the Village Board. The applicant, for renewal of a special event liquor license, is required to prepare, send out and comply with the notice, mailing and affidavit requirements set forth in the special event liquor license regulations of this Code.
