The Local Commissioner or any other law enforcing officer or other Village employees are hereby given the power to enter, at any time, upon any licensed premises to determine whether any of the provisions of the Dramshop Act contained in 235 Illinois Compiled Statutes, or any of the provisions or other ordinances of Village or any regulation or rules adopted by the State Liquor Commission or the Local Commissioner have been or are being violated, and at such time to examine the premises of said licensee in connection therewith.
