It is the policy of the village to strictly limit the sale of alcoholic liquor at retail, in accordance with the terms and conditions herein, to the sale by "restaurants", as defined herein. It is not deemed conducive to the promotion of this public policy to allow the sale of alcoholic liquor at retail for the consumption on the premises where sold when such sales are the sole or primary business to be conducted.
