1-5-7: COMMITTEES:
   A.   Standing Committees: Standing committees shall be appointed by the president from the members of the board of trustees, by and with the advice and consent of the board at or before the second regular meeting after a municipal election, or as soon thereafter as may be practicable. Vacancies, if any occur, shall be filled in the same manner. Each committee shall consist of two (2) members of the board of trustees and the president, who shall, ex officio, be a member of each committee. One member shall be designated by the president as chairman. There shall be six (6) standing committees as follows:
General government committee
Finance committee
Public works and water committee
Properties and recreation committee
Public safety and health committee
Planning and zoning committee
   B.   Standing Committee Responsibilities: Standing committees shall be responsible to the village board as follows:
      1.   General Government Committee: This committee shall advise on policy matters pending before the village board related to the general management of the village, including legal services, risk management, cable television, refuse rates, general personnel policies, intergovernmental relations, and other matters generally related to the village manager's office.
      2.   Finance Committee: This committee shall advise on policy matters pending before the village board related to the financial and data processing management of the village, including corporate plan and operating budget, accounting, cash management, data processing, and financial auditing and reporting.
      3.   Public Works And Water Committee: This committee shall advise on policy matters pending before the village board related to the general management of certain of the municipal services departments of the village, including streets, sewerage systems, water production, distribution, treatment and storage, and related equipment and vehicles.
      4.   Properties And Recreation Committee: This committee shall advise on policy matters pending before the village board related to the general management of certain of the municipal services departments of the village, including buildings and grounds, forestry, commuter facilities, recreation, and the Western Springs Grand Avenue Community Center.       5.   Public Safety And Health Committee: This committee shall advise on policy matters pending before the village board related to the general management of the law enforcement services department, the fire and inspectional services department and the emergency management agency.       6.   Planning And Zoning Committee: This committee shall advise on policy matters that were pending before the village board related to land use planning, zoning, transportation systems, and other matters that were referred to the plan commission and the board of zoning appeals.
