8-14-3: INTERPRETATION; INTERACTION WITH OTHER CODE PROVISIONS AND LAWS:
   A.   For the purposes of this chapter, the terms and words used herein shall be interpreted as follows:
      1.   Words used in the present tense include the future tense;
      2.   Words used in the singular number include the plural number and words used in the plural number include the singular number;
      3.   The words "shall", "will" and "must" are mandatory, not permissive; and
      4.   The phrase "Director" refers to the individual responsible for the enforcement. Director shall mean Director of Municipal Services.
   B.   The provisions of this chapter shall be held to be the minimum requirements for the promotion of the public health, safety, comfort, convenience, prosperity and general welfare and the environment of the residents of the Village, and to effectuate the purposes of this chapter and enabling legislation.
   C.   This chapter is not intended to modify or repeal any other ordinance, rule, regulation, or other provision of law. Where the conditions imposed by any provision of this chapter are either more restrictive or less restrictive than comparable conditions imposed by any other applicable statute, law, ordinance, regulation, or rule, the provision that is most restrictive or imposes the higher standards or requirements shall apply.
   D.   The provisions of this chapter shall be interpreted to be cumulative of, and to impose limitations in addition to, all other ordinances, laws, codes and regulations, in existence or which may be passed governing any subject matter of this chapter. To the greatest extent possible, the provisions of this chapter shall be construed to be consistent with, and not in conflict with, the provisions of such other ordinances, laws, codes and regulations, and with each other, to the end that all such provisions may be given their fullest application. In the event of a conflict, however, the provisions of this chapter shall control in all matters involving stormwater, as defined below, to the maximum extent possible unless such law or regulation has exclusive regulatory priority over this chapter (e.g., certain Federal or State laws or regulations).
