Minimum public notice of any public meeting relating to the franchise shall be by publication at least once in a local newspaper of general circulation at least ten (10) days prior to the meeting, by posting at the Village Municipal Center by announcement and such public notice shall be cablecast on at least one channel of the grantee's system between the hours of seven o'clock (7:00) P.M. and nine o'clock (9:00) P.M., for five (5) consecutive days prior to the meeting.
