The purpose and policy of this chapter is:
A. To preserve the character and quality of the village's heritage by maintaining the integrity of those areas which have discernible character or are of special historic significance;
B. To stabilize and preserve property values throughout the village;
C. To protect, enhance and perpetuate the distinctive historic, aesthetic, architectural, cultural, social, and political characteristics of the village;
D. To encourage harmony and quality workmanship in the design of buildings, awnings, signs, fences, parking lots, and other structures;
E. To encourage design that respects the attributes of the site, its buildings and structures, and surrounding buildings, structures, and properties;
F. To encourage and inspire public and private participation in the enhancement of community appearance and to provide the necessary leadership;
G. To protect the public health, safety, comfort, general welfare of, and public investment in, the village;
H. To avoid and prevent deterioration of the character and appearance of the village;
I. To provide a favorable environment for residents and business activities, and strengthen the economy of the village; and
J. To give due consideration to the fact that all applicants have budgetary constraints and that enforcement of this chapter should not create a disincentive to investment. (Ord. 08-09, 2-18-2008)
