Immediately upon the termination of the time allowed in any such notice for the abatement of such nuisance, the village official who served such notice, or any other law enforcement official assigned, shall investigate to determine whether or not such nuisance has been abated. If during the investigation it is determined that the vehicle in violation of section 7-5-3, 7-5-5, or 7-5-8 of this chapter was moved from private property to public property in an attempt to deflect responsibility of removal to the village, the investigating officer shall issue a complaint with a court appearance to the owner of property and/or registered owner of record of vehicle.
