No person shall sell, offer for sale, or dispense from a vehicle to any other person, any ice cream, popsicles, ice sherbets, prepared ice cream drinks, frozen desserts, and other similar products unless the person shall have first obtained an identification card as required herein. However, the owner or his agent of any product or manufacturer of any article produced or manufactured by him shall not be required to obtain the identification card herein required.
