Whenever an emergency exists which requires that a vacancy be filled on a temporary basis in order to maintain public services, the appropriate department head may recommend to the City Manager the appointment of a person qualified to perform the duties of the position. On approval of the City Manager, the appointment shall become official. However, no temporary appointment shall be for a period longer than 60 days unless otherwise approved by the City Manager.
