Notwithstanding the provisions contained in §§ 32.10, 32.11, and 32.12 of this chapter, the City Manager is hereby authorized, whenever formal bidding is necessary, to advertise for bids either separately or in conjunction with other political subdivisions, or both, in order to obtain the lowest and best bid for the city.
