The city shall assess a handling charge as set forth in Section 37.01 of Chapter 37, General Fee Schedule, of the Codified Ordinances of the City of West Carrollton to any person, corporation, association, or other entity for any check submitted to the city which is not honored by the bank for any reason and the account for which such check was submitted for payment will revert to the same status as though no payment was received.
