There shall be a Municipal Recreation Board consisting of five (5) members, all of whom shall be residents of the Municipality and hold no other municipal office or employment. Two of such members shall be members of the Board of Education of the School District, or members appointed by such Board, and three of whom shall be selected by Council. All members of the Board shall serve for terms of five (5) years, except that the members of such Board first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. The Board shall adopt its own rules and elect its officers annually. It shall have such power, authority and duties as may be imposed upon it by ordinance or by state law but in case of conflict or inconsistency between the two the provisions of the ordinances shall take precedence. Its members shall serve without compensation.
